Development of e-Government is much more than an IT endeavour. While it is a major investment area of governments, many projects do not deliver the expected results, mostly due to non-technical or systemic problems. We support the success of e-government initiatives in all development areas, from governance through people to technology, throughout the entire program cycle.

The cornerstones to our approach to e-Government development are:

• Citizen centricity: the ultimate aim of e-Government initiatives should always be better service provision to citizens and businesses. The user is in the focus.
• No one-size-fits-all: the development strategy should always take into account the legal and institutional heritage as well as the level of technological development of both the government and its citizens, the availability of infrastructure and necessary skills.
